When it comes to rinsing quinoa it is to remove the natural coating in the outside that can make it taste bitter. Many quinoas are rinsed these days during production but you can still find brands that don’t so ultimately rinsing can help with flavor. You can also toast it before adding your liquid and this can help as well if you don’t want to deal with rinsing.
As for rinsing other grains you can get away with not rinsing a lot of them but with white rice it is best to rinse until water runs clear to remove the starch. It helps to make a fluffier rice.
